Joe Parker passed away on Thursday (Sept. 6, 2018) with his wife by his side. Joe was born on Aug. 22, 1952, the son of Harry S and Nora Utal Parker. He grew up in Silver Spring, Md. It was here that he met his first love, his high school sweetheart, Carla Brown. They married on Aug. 14, 1972. Their son, Fred was born on Feb. 2, 1976. The family moved to Chesapeake Beach, in Calvert County, Md., and lived in a house high on a hill with a view of the Chesapeake Bay. Joe's career with Call Carl of Washington, D.C. began while he was still in high school. He worked in various positions from pump jockey and tow truck driver, advancing to store manager. In 1993 he and Carla opened the Prince Frederick Newsstand in Calvert County. Sadly, Carla died in November 1993. With Fred's help, the store continued operation until December 2004. Joe then began work as a Graphic Artist for the Calvert Independent until December 2010. He relocated to McKean County and happily found work as a Graphic Artist with the Bradford Era in 2011. He continued in this position until his death. In 1999, he began dating Cindy Biffar Farrell, a customer at the Newsstand. They married later that year. They made their home in Broomes Island, Md. They relocated together in 2010 to Kane. Joe began research into the tobacco industry and its advertising after buying a sign in 1972. This research expanded with Cindy's help in her position as a Public Services Librarian. He also had interest in the manufacturing history of a variety of industries, including department stores, and transportation, with a special love of the automobile industry. He often joked that his first word was "car," quickly followed by "Joe's car." He enjoyed exploring the local history of Calvert and McKean County, and that of his hometown of Silver Spring, volunteering at the B&O Railroad Museum and Chesapeake Railway Museum. He served on the board of directors of the Bayside History Museum. Joe and Cindy adopted several rescue animals together. He had a special fondness for his Basset Hounds, "Rodger" and "Beau." He adopted two kittens, his special furbabies, "Sweetie" and "Arlo." In addition to his wife and son, Joe is survived by his daughter-in-law, Helen; his grandsons, Eric and Joseph; his sister, Lee Ann Moore and her husband Andy; and nephews, Chris and Scott. He is also survived by Cindy's children, Frank and Kerry Farrell. Joe made the decision to donate his body to the Humanities Gift Registry. A memorial service will be held at a later date.
